Modi pushes ‘obsolete’ Tejas on reluctant military

The government has turned down the military’s request to expand the acquisition of 36 fighter planes from Dassault Aviation SA to plug vital gaps, officials said, nudging it to accept an indigenous combat plane 32 years in the making.

Prime Minister Narendra Modi’s decision, in line with his Make-in-India policy to encourage domestic industry, is a blow for not only the French manufacturer but also others circling over the Indian military aviation market worth billions of dollars.

The push for India’s struggling Tejas light combat aircraft (LCA) also comes at a time when the Air Force is at its weakest operational strength since the 1962 war against China, which is causing anxiety within military circles.

Since it took over last year, the Modi administration has repeatedly said its overriding goal is to cut off the military’s addiction to foreign arms which has made it the world’s top importer.

The Air Force wanted the government to clear an additional 44 Rafale medium multirole aircraft on top of the 36 that Modi announced during a visit to Paris this year that are to be bought off-the-shelf to meet its urgent requirements.

But a defence ministry official said that defence minister Manohar Parrikar had told the Air Force that there weren’t enough funds to expand the Rafale acquisition and that it must induct an improved version of the indigenous Tejas-Mark 1A.

“The IAF (Air Force) needs to have a minimum number of aircraft at all times. The LCA is our best option at this stage, given our resource constraints,” the defence official said.

“The Rafale is our most expensive acquisition. The LCA is our cheapest in the combat category.”

India’s air force says it requires 45 fighter squadrons to counter a “two-front collusive threat” from Pakistan and China. But it only has 35 active fighter squadrons, parliament’s defence committee said in a report in April citing a presentation by a top air force officer.

With the drawdown of Soviet-era MiG 21 planes under way, the air force would be down to 25 squadrons by 2022 at the current pace of acquisitions, it told the committee.

Cleared by the government in 1983, the LCA designed by the government’s Defence Research and Development Organisation (DRDO) was meant to be the backbone of the air force due for induction in 1994.

Instead, it suffered years of delay and chaos with scientists trying to build the world’s most modern light combat aircraft from scratch, including the engine.

Eventually they scrapped the engine, turning to GE Aviation and lowering their ambitions for a state-of-the-art fighter. So far, only one aircraft has been produced and even that is awaiting final operational clearance, now delayed to early 2016.

“In January this year, they had given one LCA … which had not completed its flight testing. They handed over the papers to us. We do not make a squadron with one aeroplane. That is where we are,” said an air force officer speaking on condition of anonymity.

SAFETY CONCERNS

An independent investigation by the Comptroller and Auditor General of India into the LCA programme identified 53 “shortfalls” in the plane. In a report in May, the auditor said that the plane wasn’t as light as promised, the fuel capacity and speed were lower than required and there were concerns about safety.

Retired Air Marshal M. Matheswaran, a former deputy chief of the Integrated Defence Staff, said the LCA was obsolete.

“It is a very short-range aircraft which has no relevance in today’s war fighting scenarios. If you are trying to justify this as a replacement for follow-on Rafales, you are comparing apples with oranges.”

He said the plane was at best a technology demonstrator on which Indian engineers could build the next series of aircraft, not something the air force could win a war with.

“We would like to have the MMRCA (Medium Multi-Role Combat Aircraft) variety of aircraft. At least about six squadrons, to my mind,” the head of the air force, Arup Raha, said at the weekend, referring to the Rafale class of fighters.

But K. Tamilmani, the DRDO’s aerospace chief, said the modified version of the Tejas addressed most of the air force concerns. These included electronic warfare system, flight computer, radar and maintenance problems.

“Almost all the problems get solved with the 1A. There will always be scope for improvement, but there are no flight safety issues,” he said.

State-run Hindustan Aeronautics Limited would be able to ramp production to 16 a year by 2017 to meet the air force’s demands, he said.

“We Indians are extremely good at blaming each other – at blaming it all on Indian production.”

Dassault declined any comment on the government’s decision to cap the Rafale fleet.

A source close to Sweden’s Saab, which has been pushing its Gripen light fighter, said that it was respectful of India’s decision to try to develop its domestic military base.

“There’s still a huge gap that needs to be filled. We are marketing it (the Gripen) under the Make-in-India umbrella,” he said. “Even if you add the seven squadrons of the Tejas, there is still a requirement (with MiGs retiring etc). It’s a question of timing. Can they build these for when they need them?”

The indigenous Tejas light combat aircraft will be able to thrash the Pakistani JF-17 ‘Thunder’ fighters in “reach, punch and ability to kill and survive in an engagement”, top Indian defence officials asserted.

But that will be possible only when the Tejas is ready with an AESA (active electronically scanned array) radar, mid-air refuelling, long-range BVR (beyond visual range) missiles and advanced electronic warfare capabilities. Moreover, the single-engine fighter has to undergo 43 “improvements” out of the 57 “weaknesses” detected in its maintainability, which will ensure it can land and take off again within an hour, the officials said.

All this will take another three years at the very least, further prolonging the already tortuous development saga of the country’s first home fighter that began way back in 1983. Even if defence PSU Hindustan Aeronautics manages to ramp up its production rate to 12 jets from the existing eight per year, all the 120 Tejas planned so far for IAF will be inducted only by 2026 or so.

The development of a Tejas Mark-II, with a more powerful engine, in turn, would be possible only by 2024-2025 at the earliest, with the production to follow thereafter. Consequently, the proposed Tejas Mark-II for the IAF now stands scrapped, though it will continue for the Navy, as was earlier reported by TOI.

The plan now is to jump directly onto the development of the indigenous fifth-generation fighter aircraft, the twin-engine AMCA (advanced medium combat aircraft), from the single-engine Tejas Mark-I, as part of the overall rejig of fighter induction plans.

“DRDO-HAL will now fully focus on producing the improved Tejas as well as designing and developing the AMCA, which should start coming in by 2035 when the upgraded Mirage-2000s and MiG-29s begin retiring,” said an official.

Tejas remains crucial to make up the depleting numbers in IAF, which is down to just 35 fighter squadrons and will reach its sanctioned figure of 42 squadrons only by 2027 or so. With a limited range of just over 400 km, the Tejas will basically be used for “air defence” to take on incoming enemy fighters or “close air-to-ground” operations to support the Army.

The “strike packages” deep into enemy territory will perforce have to be undertaken by fighters like the Russian-origin Sukhoi-30MKIs and the Rafales being acquired from France. “But the Tejas, after the 43 improvements, will be more than able to outgun the similar JF-17, which Pakistan is inducting with China’s help,” said an official.

“Tejas will help in plugging the gaps that will further arise after all the existing 10 MiG-21 and four MiG-27 squadrons are retired by 2025. It was never meant to replace a MMRCA (medium multi-role combat aircraft) like Rafale or a heavyweight Sukhoi-30MKI,” he added.

作为南亚举足轻重的强国,印度一直以来都有着成为“有声有色大国”的梦想,为了不在世界上“销声匿迹”,印度从建国伊始就十分重视军力的发展,近年来又借着西方遏制中国的东风,在国际上左右逢源大买军火,俨然已成为印度洋霸主。虽然看似不差钱的印度买来了众多先进武器,但在外媒眼里,别说与中国相比,就是与其老对头巴基斯坦相比印度都压力很大。

  美国“国家利益”网站10月22日报道,美国已经同意向巴基斯坦出售8架全新的F-16战机,该交易将壮大巴空军现有的76架F-16机队。如果交易完成,巴基斯坦将装备26架先进的F-16 Block 52+战机,其余的F-16也已升级为 Block 15 MLU 型号,其战斗力与Block 52+型相差无几。与此同时,其宿敌印度空军却因飞机老化和中队解散而日益萎缩。

  巴基斯坦还在采购高达150架的中巴联合研制的JF-17“枭龙”战斗机,巴基斯坦目前装备了49架“枭龙”,还有100架尚未交付。据称,该战机将取代巴基斯坦空军目前装备的中国制歼-7、法制幻影-3以及幻影-5战斗机。巴基斯坦目前装备有140架中国制歼-7P和歼-7PG战机以及约157架法国达索公司生产的幻影-3和幻影-5战机。

  百年之前,德国的铁血宰相德俾斯麦曾分别接待过中国和日本两个代表团,后来有人问他对中日的看法,他指出,中国和日本的竞争,日本必胜,中国必败。他说:“日本到欧洲来的人,讨论各种学术,讲究政治原理,谋回国做根本的改造;而中国人到欧洲来,只问某厂的船炮造得如何,价值如何,买回去就算了。”倏忽百年,历史似乎又翻到了同一页,不胜感慨。

Cutting-edge Israeli radar wins air force approval for Tejas fighter

The Indian Air Force (IAF), after years of opposing the indigenous Tejas light combat aircraft (LCA), now accepts it is on track to be a world-class light fighter.

The specifications of the new Tejas – termed Standard of Preparation-2018 (SoP-18) – were agreed in New Delhi on September 23, between the air force and the Tejas’ designers and manufacturers. One hundred SoP-18 Tejas fighters will join the IAF, starting 2018-19.

The key battle-winning capability in the SoP-18 Tejas is “active electronically scanned array” (AESA) radar that Israel will develop jointly with India. This was the clincher that made the IAF agree to buy 100 SoP-18 fighters from Hindustan Aeronautics Ltd (HAL), in addition to the 20 Tejas Mark I already on order.

HAL also undertook to equip the SoP-18 Tejas with air-to-air refuelling, a “self-protection jammer” (SPJ) under the fighter’s wing, and to refashion the layout of internal systems to make the fighter easier to maintain. Yet, it was the AESA radar that conclusively grabbed the IAF’s attention. No Indian fighter has this capability yet nor does any fighter with Pakistan or China.

AESA radar enjoys key advantages over conventional “manually steered” radar. In the latter, the antenna is moved manually to let the radar beam scan the sky for enemy targets. In AESA radar, the beam moves electronically, switching between multiple targets so rapidly that it effectively scans them simultaneously, even when they are located far apart – in the air, on sea, and the ground. By switching its beam rapidly, the “multi-tasking” AESA radar can simultaneously track enemy aircraft, guide missiles to those targets, and jam enemy communications and radar. In modern-day aerial combat, AESA radar would be a key difference between defeat and victory.

Since India’s Defence R&D Organisation (DRDO) cannot yet miniaturise airborne radar for a fighter’s nose (it has built a larger radar for airborne early warning and control aircraft), the Tejas fighter was equipped with the EL/M-2032 radar, bought from Israeli company, Elta.

The impending replacement of this manual radar with Elta’s ELM-2052 AESA radar illustrates the symbiosis between Israel’s high-tech defence industry and India’s equipment-hungry military, and how each sustains the other.

Business Standard first reported the IAF’s decision to order 100 improved Tejas Mark 1A fighters (August 13, With Tejas Mark II years away, HAL asks air force to buy Tejas Mark 1A, and October 2, Parrikar cuts Gordian knot to boost Tejas line). Now, from HAL Bengaluru, comes this account of how Elta’s ELM-2052 AESA radar was chosen.

The decision stems from the IAF’s ongoing plan to refurbish its 123-aircraft Jaguar fleet, upgrading those six squadrons of deep penetration strike aircraft to continue in service for another 15-20 years. This involves spending $2 billion (Rs 13,000 crore) on new, more powerful engines (the Honeywell F-125N has been chosen); upgrading 61 Jaguars with HAL’s vaunted DARIN-3 navigation-attack system, and arming the fleet with lethal, smart munitions like the Textron CBU-105 “sensor-fuzed bombs” that India bought from the United States in 2010.

Then, in 2012, Elta sensed an opportunity and offered to equip the Jaguar with its new ELM-2052 AESA radar. This would provide the Jaguar real ability to beat off enemy fighters, even while on its primary mission of ground strike. Says HAL Chairman T Suvarna Raju: “I was delighted when Elta offered the AESA radar for the Jaguar. Elta wanted neither development costs nor more time.”

Elta’s offer, however, came with the condition that at least one more fighter in the IAF’s inventory should field the ELM-2052 AESA radar. To sweeten the deal, Elta offered to work jointly with HAL on an improved version of the ELM-2052.

This was a win-win for both Elta and HAL. “Look at the market HAL provides Elta. The 61 Jaguars being upgraded to DARIN-3 would all be fitted with the ELM-2052. At least 100 Tejas would get the improved version, possibly with more to follow. Meanwhile, 50 IAF Mirage-2000 fighters are being upgraded, but with a manual radar that could become obsolescent quickly. So the improved AESA could eventually equip the Mirage fleet too, adding up to 200-plus radars,” says Raju.

Aerospace industry experts highlight other benefits for Elta. While bearing the design and development cost of the new AESA radar, the Israeli company would save a great deal of money by having flight-testing done on IAF Jaguars. “Israeli Aircraft Industries (IAI is Elta’s parent company) and HAL have signed an agreement that says we would partner IAI in developing the improved AESA radar for the Tejas,” confirms Raju.

Defence ministry sources say the agreement specifies that 60 per cent of the new radar, by value, would be manufactured in India.

The Elta proposal is typical of how Israeli defence companies do business, explains a senior HAL manager. The Israeli Air Force operates US-built F-15 and F-16 fighters, which come fitted with US-designed AESA radar. All this comes to Israel free, as US military aid to a crucial ally. That leaves little space in Israel’s military inventory for equipment built by domestic companies like Elta. Yet, the Israeli government insists on nurturing its defence industry, in case the pipeline from Washington ever shuts. “To stay in business and to fund high-tech R&D, Israeli defence companies like Elta rely heavily on sales to India, particularly the IAF”, says aerospace expert Pushpinder Singh.

Illustrating Israeli capabilities, the Tejas Mark I was already armed with an all-Israeli combination of the Elta EL/M-2032 radar, the Derby and Python air-to-air missiles, and a data link that digitally interconnected these. Indian test pilots say this was a “world-class” air-to-air combat configuration. But now, the Elta-HAL AESA radar could make Tejas a more capable air-defence fighter.

India has offered to Sri Lanka its Tejas Light Combat Aircraft (LCA) to counter Pakistan’s earlier bid to sell to the island nation its JF-17 fighters developed in collaboration with China, the Colombo-based Sunday Observer says.Independent sources confirmed to Express that both Pakistan and India have made their respective offers in the light of the Sri Lanka Air Force’s bid to replace its ageing Israeli Kfirs and MIG 27s.

Websites say that the Pakistani offer of F-17s (a variant of the Chinese FC1-Xiaolong Fierce Dragon) has been there since 2013. Some even say that a squadron has been ordered and would join the SLAF fleet in 2017. But the SLAF has been stoutly denying any decision on the matter, and that any country, including India, has made an offer. But it is admitted that the air force is looking for replacements.

The Pakistani JF-17 Thunder is a lightweight, single-engine, multi-role combat aircraft developed jointly by the Pakistan Aeronautical Complex and the Chengdu Aircraft Corporation of China. It is deployed for aerial reconnaissance, ground attack and aircraft interception. First inducted in 2010, the JF-17 is to become the backbone of the PAF, complementing the American F-16 Falcon whose performance it roughly matches.

As for India’s Tejas, it is still in the development stage though some planes of Tejas Mk1 have joined the IAF.  Powered by the General Electric F404-GE-IN20 engine, with a limited 80-85 kN thrust that restricts its angle of attack and weapon-carrying capabilities, the LCA Mk 1 failed to meet the IAF’s qualitative requirements (QRs), according to Jane’s Defense Weekly.

But Hindustan Aeronautic Ltd. (HAL) is developing  the LCA Mk 1A, which it hopes to make till 2024. Thereafter, the LCA Mk 2, to be fitted with the more powerful F414 GE-INS6 engine generating 90-98 kN thrust, will go into production to meet the IAF’s projected requirement of 120 to 140 LCAs, Jane’s says.

Colombo’s decision on what to buy and from where will depend on geo-political factors as well technical and financial considerations, Lankan experts say. The decision will also take into account the fact that there is no aerial threat and that the country is heavily indebted and cash strapped.

       俄罗斯塔斯社2015年10月19日报道,在印度空军发现起落架故障后,印度停飞了 “光辉”国产轻型战斗机。
  印度国防部信息源指出,所有“光辉”战斗机(包括新改型飞机及舰载型飞机的原型机在内)都被停飞,停飞期限尚不确定。
  “光辉”战斗机的生产厂——印度航空制造公司(HAL)也证实了该型飞机存在起落架缺陷。HAL公司保证,由于故障原因已经确定,因此近期故障将被排除。
  首架“光辉”战斗机于今年1月交付印度空军。“光辉”战斗机成为印度设计工作时间最长的一种飞机,创造了记录。“光辉”战斗机从1983年开始研制,花费了印度1400多亿卢比(大约20亿美元)。
  2014年12月,印度空军订购了40架“光辉”战斗机,其中首批20架飞机应当在2017年~2018年前制造完毕。据估计,印度对“光辉”战斗机的总需求是120架。

十年前,印度空军的军官们就曾表示,只有LCA达到当年计划中的Mark2标准才具备作战能力。那种飞机计划安装通用电气F414发动机,相比之下,现有的LCA Mark1和Mark1A采用的仍是F404发动机。
印度空军军官表示,HAL公司交付飞机的时间还只是小问题,最要命的是他们的产品质量简直令人绝望。
退役空军少将苏哈什·薄伽瓦尼说,尽管新的有源相控阵雷达和空中加油能力或许能补偿LCA作战性能的不足,“但看看每天排队等着维修的飞机,就明白为什么‘光辉’飞机被叫做‘工程师的噩梦’了。”
“我从未见过HAL制造的飞机不经整形调整就能互换舱盖,其他机体部件也是一样。每架飞机看起来都有着无穷无尽的细小差别;这是一个严重的不足。美国和法国制造的飞机从设计阶段就考虑了容易维修的要求,而且也可以互换零件。如果HAL公司的‘光辉’能比它的前代机型在维护性上强一点,那我的整个观念都要被更新了,”薄伽瓦尼说。
而印度的分析家们,却与军人观点不同,他们认为采购LCA Mark1A是满足近期需求的最佳方案。
印度《印度正直青年报》防务分析员安克尔·古普塔说:“印度空军的固定翼战斗机部队正在迅速缩水,国产LCA Mark1A是解决这个问题的最快方法。但是长远来看,我们还要寻找一种增强进攻能力的办法。”

首批LCA已经交付印度空军开始进行作战能力测试

新德里的一位防务分析家尼汀·迈塔说,“2007年时计划购买126架‘中型战斗机’的项目最终只落实了36架法国‘阵风’战斗机,这次增购LCA Mark1A飞机是应对战斗机数量降低情况的最佳决定。”
印度斯坦公司的官员则说,他们已经做好了应对军方指责的准备,他们将按时完成交付计划。
一位印度斯坦公司官员表示,空军已经下了20架LCA Mark1的订单,在这些飞机全部交付并得到升空作战许可后(估计在明年),就会继续下达增购100架的订单。
这位官员还说,在未来三年中,该公司将增加产能,从现在每年四架增加到2016-17年间每年7架的水平,2017-18年增加到8架。随后产量可以上升到16架每年。
“我只能说,‘光辉’在升级更好的传感器和航电设备后现在可以满足印度空军的最低要求。也许这种飞机可以用来防卫我们自己的国土,这将可以解放那些性能更好的飞机,去执行更具挑战性的跨边境的任务,”薄伽瓦尼说。
在增购LCA Mark1A后,还在研制阶段的LCA Mark2命运就难以确定了。一位印度空军官员说。
“即使按照我最善意的估计,LCA Mark2飞机还要很多很多年以后才能出来。我不认为他们已经开始着手建造第一架原型机,所以早先的时间表根本不现实,”古普塔说,对LCA Mark2的早期作战能力测试和最终测试起码要拖到2025年以后。
而印度国防部官员则认为,在安装相控阵雷达、干扰机和空中加油系统后,LCA Mark1A将可以满足空军的使用需求,但是拒绝评论LCA Mark2何时能够完成。

看来印度还没有认识到,长远来看飞机数量缩水不可避免;
质量和效能才是关键;

The Ministry of Defence has decided to locally produce 106 upgraded Light Combat Aircraft “Tejas” jets to replace the ageing fleet of MiG fighter aircraft of the Indian Air Force.The “Tejas Mark 1-A” will have 43 improvements over the existing Tejas currently being test-flown by the IAF for various parameters and slated for final operation clearance in March. The existing project is running years behind schedule.

Sources told The Tribune that a decision has been taken to produce 106 “Tejas Mark 1-A” jets and the same has been conveyed to the Defence Research and Development Organisation (DRDO), besides the manufacturer — Bangalore-based Hindustan Aeronautics Limited (HAL), a public sector undertaking owned by MoD.

The MoD has set a 2018 deadline for the first aircraft to be ready with a target to complete its production by 2022-2023. In September, new specifications were agreed upon and the IAF accepted 43 modifications that could be carried out without changing the existing design.On the list of modifications are five major improvements, including an AESA (active electronically scanned array) radar, which the HAL will co-develop with Israel firm Elta; air-to-air refuelling facility; externally fitted self-protection jammer to prevent incoming enemy missiles from homing in using radar signature; and a new layout, involving 27 modifications, of internal systems to iron out maintenance issues.

The plane will be 1,000 kg lighter than the existing version, which currently weighs 6,500 kg, but will use the same engine — General Electric’s 404. “The power of the engine is more than enough,” said a senior functionary. Fitting the newer and more powerful GE-414 engine would entail fresh design and airframe studies.The HAL has been asked to produce 16 jets annually and a Rs 1,252-crore modernisation plan has been okayed to ramp up capacities from the present six-seven planes annually.

The decision will go a long way in keeping the IAF battle-ready. The upgraded jets will fill the void created by MiG-21s and MiG-27s that will be phased out by 2022.

There are 260 Soviet-era single-engine MiG-21 and MiG-27 jets in the IAF fleet. The air force needs 400 jets over the next 10 years.

关键是这小鸡鸡本来才6吨重,减1吨相当于减重15% !

它超重都不止一吨了吧。先超重两吨再减重一吨,和某宝上的打折促销有异曲同工之妙。

账不是这么算的,还要从空重当中扣去无法节省的1500~2000kg机载设备,1000kg发动机,还有弹射座椅、座舱盖,机炮和弹药,基本的滑油液压油,管路线缆、装饰板保温层等等。
总而言之至少有3吨的重量是固定的。减重只有从剩下的重量中找。
