印度的那几个计划中的发动机,很难说现在算是在什么阶段。比如说中国的500吨和150吨发动机,三年前就算是在“关键技术梳理”的阶段了,但是没有正式立项。不过,比如试车台这些必要的硬件,其实也已经准备了不少了。

India spares slowing ISRO’s space missions

BANGALORE: The quality of home-grown electronic components, which are integrated to satellites and launch vehicles, is very poor and hence is hampering the process of indigenisation of the Indian Space programme, said Dr D Narayanamoorthy, senior scientist at Indian Space Research Organisation (ISRO).

He was delivering the National Technology Day lecture on Indian Space Endeavour on Tuesday. He said that while the percentage of indigenous components in the launch vehicles was very high, the percentage of indigenous components integrated into spacecrafts was about 50 per cent. This, he said, was despite the very poor quality of home-grown electronic components.

He added that in order to encourage young scientists, ISRO was conducting a threemonth Induction Training Programme that will train around 150 students of various universities.

He said the enthusiasm of students to take a career in space was very high as they had already developed small satellites.

“The Chandrayaan-1 project has aroused a lot of interest and the Chandrayaan-2 mission is expected to attract more youngsters,” he said.

Development of semi-cryogenic technology and reusable launch vehicles were the future programmes of ISRO, he added.

Celebrating technology

The Defence Research Development Organisation (DRDO) celebrated National Technology Day at its premises in the city on Tuesday.

On the occasion, the department organised expert lecture programme, followed by talks from young scientists.

Prof G V Kulkarni of Jawaharlal Nehru Centre for Advanced Scientific Research, Bangalore, who was the chief guest, spoke on the recent developments in Nanotechnology.

He said even a small innovation made at a lab in this field would lead to a major breakthrough in technology for mankind.

Dr SK Patel, scientist who was also present at the event, spoke on the “Structural Design Analysis of Aero-Engine Components for qualification & development of allied technologies”.

ISRO is gearing up to launch eight spacecrafts annually to increase revenue and meet global technology demand, a top official of the Vikram Sarabhai Space Centre said on Tuesday.

“Right now, we have four launches including GSLVs and PSLVs per year. The process is on to launch eight spacecraft a year to meet global demand,” VSSC Director P.S. Veeraraghavan told reporters on the sidelines of a function here.

On steps taken by ISRO to double the number of launches, he said, “We need to increase throughout in getting various subsystems from industries and then increase our own internal work.”

On the commercial aspect, he said India currently earns about Rs. 1,000 crore through commercial satellite launches.

“Through Indian remote sensing satellite and through other satellite launches, we are getting revenue of Rs. 1,000 crore per year. This is growing at the rate of 20 to 30 per cent every year,” Mr. Veeraraghavan said.

Noting that India has become sixth in the world in space technology, he said ISRO proposed to launch a GSLV and PSLV rocket simultaneously this December within a one week span.

“Schedule launch is going to be in December. Currently, the rocket is getting assembled. PSLV will carry three satellites and GSLV will carry INSAT 5C,” he said.

On Chandrayaan-2 mission, he said it would be launched by GLSV instead of PSLV. “We have already started the process and various payloads have been identified. In Chandrayaan-2 there would be an orbiter, lander and a rover,” he said.

Mr. Veeraraghavan said ISRO is also developing GSLV Mk III to launch a four tonne satellite into geosynchronous transfer orbit.

He also said that ISRO planned to set up its third launch pad for human space mission.

Mr. Veeraraghavan was here to receive ‘PSOM-XL Motorcase’, a device used in the launch of PSLV and Chandrayaan missions, from city-based Ramakrishna Engineering Company.

NEW DELHI: The declaration of an export control reform package made by a senior United States official accompanying U.S. President Barack Obama would lead to greater exchanges in high-tech trade and dual-use items. It would also bring to a virtual close a five-year-long process that began with the formation of the High Technology Cooperation Group (HTCG).

“It is primarily a matter of U.S.' own regime and systems being adjusted to reflect the contemporary reality,” said a senior Indian official.

“The export control reform package being announced is that we will remove India's defence and space-related entities from the U.S. entity list. The list at one point had, I believe, 220 Indian entities on it. And there are only four left. And today we will be announcing a removal of three. They are the organisations under Defence Research and Development Organisation [DRDO], the four subordinates under the Indian Space and Research Organisation [ISRO], and Bharat Dynamics Limited [BDL],” observed Deputy National Security Advisor for International Economic Affairs Mike Froman.

“Removing these entities from the list will allow for greater trade and cooperation in civilian space and defence, and enable our governments to focus on other outstanding barriers that hinder the expansion of bilateral high-tech trade. And this is a very significant step forward,” he added.

As National Security Advisor Shivshankar Menon had pointed out on the eve of the U.S. President's visit: “The U.S. has been positive to our argument that the older restrictions be changed, now that India adheres to the Nuclear Suppliers Group (NSG) guidelines, has an impeccable non-proliferation record, has passed its own export control laws and increasingly meets with international standards…..We have made considerable progress in that.”

According to Mr. Froman, the initiative to speed up a review of export control laws was taken by Mr. Obama a year ago and “we've laid out a series of reforms since then to fundamentally realign our export control system in line with the latest national security threat and the need to maintain competitiveness in key U.S. industries.”

“In addition to that, there are a number of elements of export control system — as they apply specifically to India —that the U.S. began to take a look at,” he added. This led to the U.S. President agreeing on a series of changes to the export control system as it applies to India.

更加公开的航天发展政策

中国航天要进一步发展,需要认真学习印度的两点:更加公开的航天发展政策、更加开放广泛的航天资源应用。
    因为中国航天长期的高度神秘,弱化了我们和别的国家的合作。严格的保密制度,使得航天技术的民用十分落后。比如我国通信卫星、遥感卫星的发展都遇到了技术和应用上的很多瓶颈,很大程度就是国内的内需引领力量不够,造成了国家大量太空资源的大量浪费,反过来又影响了航天的发展步伐。

    这才是我们需要正视和担忧的。自力更生是无奈之举,而非前进之路。外界环境如此之差。我们如何突破?如何联合?

    上面有兄弟说的对,这些产业必须也必将向社会开放。对外无法获得资源只能对内了。再这么几个所自己搞下去,怕会成为苏联没了后劲啊。

  [据美国今日航天网2011年12月18日报道] 对于印度太空研究组织(ISRO)萨迪什•达万航天中心的发射场来说,印度十二五规划时期将是繁忙的。按照ISRO设想,与上一个五年相比,2012-2017年将执行更多的任务。ISRO主席拉达克里希南在参加由维克拉姆-萨拉巴航天中心(VSSC)和国家工程理事会主办的“太空运输系统的机会与挑战”会议时表示,ISRO计划在十二五期间执行45-50次发射。
  
  十一五期间的发射目标是30次,每年执行6此任务。十五期间计划发射20次。萨迪什•达万航天中心一共有两座发射台,目前正在规划第三座。
  
  在谈到2010年两次发射失败的GSLV火箭时,拉达克里希南表示到GSLV火箭在设计上没有瑕疵。一直以来在操作执行上存在的问题已经得到纠正。GSLV下一次发射安排在2012年第二季度。
  
  2012年3月ISRO将发射一颗微波遥感卫星,这颗卫星能穿透云层,用于农场管理和灾难管理。拉达克里希南称,未来几年对于ISRO来说将是繁忙的几年,目前印度只有170台转发器,但需要500台。(中国航天工程咨询中心 侯丹 陈菲)

印度的“十一五”从2007年4月到2012年3月。

计划30~36次发射,已经进行了13次,成功率77%。其中PSLV 10次,全部成功;GSLV 3次,全部失败。2012年3月PSLV计划还有一次发射。

计划完成率<50%。

  [据美国aviationweek网站2012年3月19日报道]  印度2012-2013财年航天计划预算增长甚微,仅增长1%。印度国家航天局正在筹备载人太空飞行任务,并准备使用地球同步运载火箭(GSLV)Mk. III发射重型通信卫星。
  
  印度财政部长穆克吉3月16日公布的财政预算显示,政府为始于4月1日的本财年航天部门拨款671.5亿卢比(约为13.4亿美元)。2011财年拨款数额662.6亿卢比(13.3亿美元),与2010财年相比增幅47%以上。
  
  为国家载人任务活动和载人太空飞行计划的拨款从2011年的9.8亿卢比(1960万美元)减少到2012年的6亿卢比(1200万美元)。用于卫星技术的预算为120亿卢比(2.4亿美元),下降16%,为太空应用拨款数额下降10%,降为76亿卢比(1.52亿美元)。政府为其火星轨道器任务(Mars Orbiter Mission)拨款12.5亿卢比(0.25亿美元)。

航天计划就像一条鱼,最终还要看经济这缸水容不容得下,一旦超出规模只能是慢慢死掉。印度人雄心勃勃,摊子铺很大到头来什么都没干好!

相对于阿三军费17%的增长率,阿三在航天方面投入几乎就没有增长!看来阿三还是热衷于购买军火啊!

(印度2012-2013财年的国防预算为19340.7亿卢比(约合390亿美元),同比增长17.6%。其中,超过7950亿卢比(约合159亿美元)将用于军购。)
