Russia Defends Struggling Missile Program
Luke Champlin

Russian leaders remain committed to the Bulava RSM-56 submarine-launched ballistic missile (SLBM) despite a number of high-profile test failures, a top military official said Aug. 26.

“We still believe the Bulava will fly,” Chief of the Russian General Staff Nikolai Makarov said at a press conference in Ulan Bator, Mongolia, according to RIA Novosti. Makarov responded to criticisms of the program by contending that the failures were the result of “technical problems in production, rather than faulty design.” The Bulava program has been a centerpiece of Russia’s program to modernize its ballistic missile arsenal.

The most recent test, on July 15, failed when the missile’s first stage malfunctioned shortly after launch. The director of the Bulava program, former Moscow Institute of Thermal Technology (MITT) chief Yuri Solomonov, resigned in the aftermath of the test. Solomonov was the principal designer of the Topol-M (SS-27) ICBM. The Topol-M has been cited by Russian leaders such as Prime Minister Vladimir Putin as the future of Russia’s ICBM arsenal and as a means of overcoming U.S. strategic missile defense systems. Solomonov has been replaced as chief of MITT by Sergei Nikulin but was allowed to maintain his post as director of the Bulava program.

The July test represents the sixth failure in 11 flight tests for the Bulava. Prior tests have resulted in similar problems, as malfunctions in the first or third stage of the solid-fuel missile caused it to self-destruct. (See ACT, December 2006.) There has been some speculation in the Russian press that these failures have raised doubts about the future viability of the program. Some commentators have suggested that the Bulava will be abandoned in favor of the more successful Sineva RSM-54 SLBM. The Sineva, designed to be loaded into existing Delta IV-class submarines, has been in service since 2007.

At the Aug. 26 press conference, Makarov flatly denied speculation that the Sineva could be deployed in place of the Bulava. “The Sineva is a completely different system,” he said, according to RIA Novosti. To remedy the problems encountered in testing, Makarov has announced that Bulava production will be shifted from the Votkinsk Machine Building Plant to an undisclosed new location.

Anatoly Perminov, director of the Russian space agency, Roskosmos, said in an interview with the Russian newspaper Izvestia Aug. 27 that he doubted the relocation plan will succeed. According to Perminov, an attempt to re-engineer Bulava production will require a “great deal of time,” as a reorganization would require “the termination of contracts with existing companies and a new round of bids.” Perminov also said Votkinsk is the only factory in Russia capable of producing solid-fuel missiles.

The Bulava was originally commissioned as a replacement for the failed Bark RSM-52 SLBM program in 1998. The Bulava was designed as the primary SLBM for the new Borei-class nuclear submarines, and many elements of this design were borrowed from the Topol-M.

Solomonov to keep working on Bulava development - Roscosmos
16:55  15/09/2009

MOSCOW, September 15 (RIA Novosti) - The former head of the research institute that designed the Bulava and Topol-M ballistic missiles will most likely retain his post as general designer, the Russian Federal Space Agency Roscosmos said on Tuesday.
Yury Solomonov occupied the posts of general director and general designer of the Moscow Institute of Thermal Technology (MITT) before quitting in July after a series of unsuccessful Bulava submarine-launched ballistic missile (SLBM) tests.
"I am certain that Yury Solomonov will keep his post as general designer of the Bulava and Topol-M missiles. We have told the new leadership of the institute to focus on work rather than on cadre reshuffling," Anatoly Perminov, the head of Roscosmos, told a news conference in Moscow.
A special selection commission elected on Monday Sergei Nikulin, the head of the Moscow-based mechanical engineering plant Vympel, as the winner of the contest to fill the position of the MITT general director. His appointment is pending upon approval by Roscosmos.
Perminov said the MITT, which successfully developed the Topol-M land-based intercontinental ballistic missile, will continue work on the development of the Bulava SLBM.
The Bulava (SS-NX-30) SLBM has suffered six failures in 11 tests. Although the results of a probe into the failures have not been announced, experts have so far blamed the poor quality of missile components provided by a large number of sub-contractors as the main cause of the unsuccessful tests.
The missile carries up to 10 MIRV warheads and has an estimated range of over 8,000 kilometers (5,000 miles). The three-stage solid-propellant ballistic missile is designed for deployment on new Borey class nuclear-powered strategic submarines.
Russia's top brass expects the Bulava, along with Topol-M land-based ballistic missiles, to become the core of Russia's nuclear triad.

Reason of Bulava breakdown is defect of flight control unit
27.10.2009 Source: RIA Novosti

The reason of recent faulty launch of sea-based ballistic missile Bulava is technological defect of first stage flight control assembly, said Monday representative of MIC involved in investigation board.

The missile was launched on July 15 from Dmitry Donskoy submarine in North Sea. It was self-destructed after off-nominal operation of first stage.

"According to preliminary findings of the board, contingency cause is technological defect of first stage flight control assembly", said the interviewee.

Totally, there were 11 test launches of Bulava; six of them were determined as faulty.

The spokesman reminded that defective pyrocartridge was the reason of next to the last Bulava breakdown.

Admiral Vladimir Vysotsky, Commander-in-Chief Navy had previously said in interview to RIA Novosti that the launch would be undoubtedly successful. CIC underlined the necessity of extremely strict quality control over details and components of missiles. It is known that over 500 Russian companies involved in the missile production.

Independent commission appointed after series of faulty test launches of Bulava sea-based strategic missile is continue working, said Vladimir Popovkin, Deputy Defense Minister in Sept. That is why there will be no exercises yet. After sequent faulty Bulava launch a commission was appointed to check manufacturing technology of the missile at all phases of production.

Besides, a board of independent experts was set up representing scientific institutes and companies not involved in development and production of Bulava missile.

According to Popovkin, they have general apprehension of faults' reasons. The main one is lack of technological discipline. It is not a constructive defect but deviation from technological process requirements. During development of Bulava, the main problem was solved – underwater launch, when the missile penetrates water mass.

Popovkin said that this phase had already been worked out. The problems appear at next flight phases while operation of first and sequent stages.

Sea-based intercontinental ballistic missile R30 3M30 Bulava-30 (in international contracts – RSM-56, on NATO classification – SS-NX-30) is able to carry up to 10 MIRVs with yield up to 150 kilotonnes each. Operational range of Bulava missile is 8 000 km.

Bulava is expected to be the basis of Russia's naval strategic nuclear forces. These missiles will be primary weapon of Project 955 Borei nuclear-powered submarines being currently built at Sevmashpredpriyatie: Yury Dolgoruky, Alexander Nevsky and Vladimir Monomakh (12 Bulava solid-fuel ballistic missiles per each). Fourth sub of the series is to be laid down in December. It was preliminary named as Svyatitel Nikolai.

Yury Solomonov, Director General of Moscow Thermotechnics Institute (MTI) which had developed Bulava, resigned after latest missile mishap. However, he kept the post of missile's general designer. Sergei Nikulin, previous head of Vympel Moscow Machinery Construction Plant was appointed new Director General of MTI.

Faulty steering system to blame for Bulava's latest flop
18:00 26/10/2009

MOSCOW, October 26 (RIA Novosti) - The latest failure of the Bulava submarine-launched ballistic missile (SLBM) was caused by a defective steering system(是否意味着一级TVC作动器问题导致偏离预定弹道?) in its first stage, a defense industry source said on Monday.
The troubled Bulava was test-fired from the Dmitry Donskoi submarine in the North Sea on July 15, but self-destructed soon after launch.

The Russian military expects the Bulava, along with Topol-M land-based ballistic missiles, to become the core of Russia's nuclear triad.

However, the Bulava's development has been dogged by a series of setbacks, which has officially suffered six failures in 11 tests.

But some analysts suggest that in reality the number of failures has been considerably greater. According to Russian military expert Pavel Felgenhauer, of the Bulava's 11 test launches, only one was entirely successful.(仅有一次是完全成功的!)

The future development of the Bulava has been questioned by some lawmakers and defense industry officials, who have suggested that all efforts should be focused on the existing Sineva SLBM.

But the Russian military has insisted that there is no alternative to the Bulava and pledged to continue testing the missile until it is ready to be put in service with the Navy.

The Bulava (SS-NX-30) SLBM carries up to 10 MIRV warheads and has a range of over 8,000 kilometers (5,000 miles). The three-stage ballistic missile is designed for deployment on Borey-class nuclear-powered submarines.
