NASA 的 CCDev项目现在看起来在未来几年内仍将是一个不断被提起的话题,放在综合贴中总觉得不方便。

最近NASA的CCDev有一些动静,不知道这是什么趋势?


1. NASA 决定增加在商业载人计划中的风险.(NASA decision increases risk in commercial crew program)

NASA has done it again.

The acronym happy space agency has changed the name of its commercial human spaceflight (CHSF) program. The program formerly known as Commercial Crew Development (CCDev) is being succeeded by Commercial Crew integrated Capability (CCiCap).

Try to say that acronym 10 times. Or even thrice.

Go ahead. I’ll wait…no, try it again…ah, not even close…

See what I mean? Impossible.

The change reflects the next stage of the program, in which the space agency will select multiple companies to create integrated commercial crew transportation systems (CTSs). The solicitation will be published on Feb. 7, with proposals due 45 days later. NASA plans to award Space Act Agreements (SSAs) in July or August, with a base period lasting through May 2014.

Or, to put it another way:

NASA CHSF = CCDev —> CCiCAP (02-07-12) —> SSAs (07/08-12) —> CTSs (05-14).

All too easy, really.

补充些零碎细节:
  1.  至少选择2个合同商,长达21个月的合同。
  2.  3月23日 Proposals are due
   3.  这是第3轮也是最后一轮NASA对CCP框架下的公司进行孵化(出资)。

     ULA(联合发射联盟),是世界上最大的航天运营公司之一,由波音和洛.马公司在1995年时组建而成, 负责阿特拉斯和德尔他火箭发射业务。
   1996年与NASA签署了为期10年的航天飞行运营合同后,航天联盟就成为了航天飞机的唯一主承包商。

Excalibur Almaz公司 (焦立中参与其中)
   正在开发基于...上世纪70年代运送宇航员飞往“钻石”空间站的绝密的任务的 可复用往返载具(RRVs),

NASA held a Commercial Crew session this morning that featured Program Manager Ed Mango and his deputy, Brent Jett. I’ve included some key slides from the presentation along with notes that I took. Above is the schedule, which would have crewed flights to the International Space Station by FY 2017.




Although neither Mango nor Jett would discuss NASA’s FY 2013 budget request for commercial crew, they expressed confidence that funding would be sufficient to ensure genuine competition.
“We are confident that we can award multiple awards in that range during the base period,” Jett said.
There overlapping periods on the schedule labeled “Optional Milestones” and “NASA Certification.” Mango said this approach gives the program flexibility to deal with uncertainty over funding. Jett added that if certification funding is delayed beyond FY 2014, the companies can keep moving forward under optional milestones.




Mango said that safety requirements have been published and are “out on the street.” NASA is looking at certification as a multi-part process. First, it wants to see how industry is proposing to analyze, understand and reduce risks. Then there is a NASA process.
NASA is looking at two approaches to certifiction: DETC (development, testing, evaluation and certification); and a “certification” concept with a reduced scope. Jett said the space agency had planned to go with DETC, but it is evaluating that option.


  

Jett said that understanding how a company analyzes and reduces risk will tell NASA a lot about the safety culture there. The company needs to be strong in having a healthy tension, strong internal checks and balances, and value-added independent review, he said.

  [据澳大利亚每日航天网站2012年2月9日报道]  美国国家航空航天局(NASA)正在鼓励发展美国往返低地球轨道和国际太空站的商业乘员太空运输能力,作为该项工作的一部分,NASA已向工业界发布了提交“商业乘员综合能力活动”议案的要求。

  NASA期望,这些议案将指导《空间行动协议》(SAA),帮助NASA和美国实现安全、可靠、成本有效的载人进入太空的方案。NASA有望在2012年夏颁布多个奖项,奖金范围在3亿~5亿美元左右。

NSF建立了一个投票帖,大部分投给Boing,SNC,SpaceX三家,只有4个人投给Blue起源,还被认为是水军

NASA官员警告性的希望国会不要再砍2013年的CCDev预算了,理由是在2012年NASA提出8亿CCDev的需求,国会砍了一半,只给了4亿,这导致了美国自己的载人飞船正常业务推迟了1年到ISS(2017年),如果2013年再次Cut,那么将导致CCDev和ISS无关系的边缘(brink of irrelevance),因为按照现在的计划,ISS要在2020年退役。

"The ability to send a crew to the ISS without Russia's help we will be only in 2017," - said the head of the American space agencies. According to him, this situation has arisen because of the failure of planning in recent years and now it is "necessary to correct."

United States rejected the use of "shuttle" the last of which flew last summer, and develop a new manned spacecraft and a heavy launch vehicle. However, Bolden previously claimed that the first flight without crew, they will be able to accomplish in 2017, and the crew - only in 2021.

The draft budget of the U.S. space agency for the next fiscal year, states that "in 2013, reserved six seats for American astronauts to the four" Union. "We will pay Russia for 450 million dollars a year for as long as America does not create its own capacity to deliver people into orbit," - said Bolden during a rather emotional speech in Congress.
