WASHINGTON (NASA PR) — NASA on Wednesday released a request for proposals for the first of two contract phases to certify commercially developed space systems in support of crewed missions to the International Space Station. Through these certification products contracts, NASA’s Commercial Crew Program (CCP) will ensure commercial missions are held to the agency’s safety requirements and standards for human space transportation system missions to the space station.

NASA’s request for proposals outlines a two-phase approach in which the first phase awards will be made to multiple companies. The companies will provide data related to the development of their Crew Transportation System (CTS) design, including a spacecraft, launch vehicle, ground and mission operations and recovery. NASA plans to award up to $10 million to each company in early 2013 for the first phase.

The second phase will include development, testing, evaluation and certification activities enabling NASA to assess and approve the CTS capability for performing space station missions in compliance with NASA requirements.

WASHINGTON, D.C. (NASA PR) – An integrated crew transportation system is a complexand difficult endeavor, and NASA’s partners will inevitably experience challengesalong the way. But, the success of the partners in satisfactorily completingtheir initial milestones is encouraging. Four months into the Commercial CrewIntegrated Capabilities (CCiCap) Space Act Agreements (SAAs), NASA’s industrypartners have already completed a combined eight milestones.

In October, SpaceX conducted its IntegratedSystem Requirements Review to evaluate its plans for system design, production,and operations and how well they will meet NASA’s reference requirements.

Testing of the Dream Chaser’s non-toxic “green” reactioncontrol system (RCS) also continues. The SNC team recently completed 12successful test firings of the RCS.

Boeing completed two major CCiCap milestonereviews. In October, the company held a production design review in Titusville, Florida,where Boeing personnel presented detailed plans for manufacturing, assemblingand testing its CST-100 spacecraft using refurbished space shuttle facilitiesat NASA’s Kennedy Space Centerin Florida.

The first NASA crew to ride to theInternational Space Station on a commercial spacecraft may have to wait untilat least the end of 2017, after NASA’s planning group realigned the US CrewVehicle -1 (USCV-1) mission to a launch date of November 30, 2017. The newschedule includes the Russian Soyuz manifested as a back-up option, through toat least 2019.

     看现在,美国正在开发的载人飞船确实有点过剩,得到官方承认的有3家,不承认的至少还有1家(蓝源),还有官方的猎户座,加在一起4~5个,真不知道10年之内怎么会用到这么多载人飞船?

     但是,要说只剩一个私人飞船存活,也不见得,因为还有私人空间站,虽然这几年Bigelow没了多少消息,但Bigelow的空间站野心还没有听说被浇灭。

CST100系出名门,且设计取向相对传统,理论上是可靠性最高的。但是现在架不住载人版Dragon进度快,配套火箭又是SpaceX自己的,“票价”大概是没法比的。最可怜的恐怕是追梦了,成熟度和进度均不及前二者,如果没有大户投钱,恐怕只能算友情赞助了。

SpaceX completed its Pad Abort Test PlanReview in March. The eventual pad abort test will demonstrate the effectivenessof the crew Dragon spacecraft launch abort system in a pad abort scenario. A successful abort test will carrythe Dragon capsule away from the launch pad and towards the ocean. The mainparachutes will deploy once the capsule is stabilized. The Review Milestonedetermined that the test article is capable of meeting the pad abort testrequirements and schedule.

Inaddition to the ETA work, Dream Chaser subsystems are undergoing testing insupport of future CCiCap milestones, which include ongoing wind tunnel testingof the thermal protection system design and testing of its green propulsionsystem.

We need as close to the full fundingas we can get. If Congress decides that is not what they want to do, they cansend that money to Russiafor a longer period of time. We can go down to one competitor earlier, andthereby possibly increasing the cost and risk. We could look at going and doingthis in a different way that is, with Space Act Agreements longer. Right now,Congress, again, locks us into FAR [Federal Acquisition Regulation]-basedcontracts but not giving us the money and still wants the date. You cannot haveall that. So, you have to look at every path to get us, we think, to U.S.capability as soon as possible.

The reason NASA only expects to carry twoteams beyond next summer, as more senior NASA officials have said, is thebudget. Congress to date has been unwilling to fund the program anywhere closeto the roughly $800 million a year NASA says it needs to keep multiple teams ontrack to offer crew transportation services by 2017. While  Congress approved $525 million for theprogram for 2013, across the board spending cuts known as sequestration wouldleave NASA with less than $500 million to spend on the effort this year. NASAproposed in May shifting funds from other programs to boost commercial crewspending back up to $525 million, but that proposal — known as an operatingplan — has yet to be approved by NASA’s congressional oversight committees.
